NBI First Time Jobseeker Application Process – Apply for Free

NBI Clearance is a certificate required for job applications and many other purposes. The NBI Clearance Application Process is different for NBI First Time Jobseeker and other applicants. The first time jobseekers can get exemption in fee and claim NBI Clearance for free.

The Government of Philippines has brought the Republic Act No.11261 First Time Jobseekers Assistance Act for fresher applicants who do not have a job yet. To reduce their financial burden, this Act allows them to apply for NBI Clearance without any fee and use the clearance as a document for job applications.

Who is First Time Jobseeker?

In accordance with the Republic Act No.11261, the First Time Jobseeker is a Filipino Citizen who is actively seeking employment in the Philippines or abroad for the first time and is also certified by the barangay of which he/she is a resident for not less than six months.

The First Time Jobseeker definition includes the following_

• Graduates from any school, college and university or a learning institution that offers technical courses or vocational courses.
• High School Graduates who have completed the K-12 Program.
• An early school leaver or out of school youth (OSY).
• A person who is currently neither employed nor engaged in education or training, who was not previously enrolled in any educational institution or who has not finished secondary education.
• A student who takes a leave of absence from an institution that offers college or tertiary education or technical/vocational courses.
• Any person who intends to work while enrolled in any school, college, university or learning institution that provides technical courses or vocational courses.

The Filipino Citizens who meet the definition of First Time Jobseeker given above, are eligible to get NBI Clearance, Barangay Certificate and other supporting documents for job applications from respective government agencies at free of cost.

NBI First Time Jobseeker Requirements

In order to apply for NBI Clearance as a First Time Jobseeker, the applicant must meet NBI Requirements set by the National Bureau of Investigation. Before applying for NBI Clearance Online, I would recommend you to check the NBI Requirements for the same.

The applicant has never been employed in any organization in Philippines or abroad. In addition, the applicant must have all required documents given as under_

• A Barangay Certificate issued from the local barangay office indicating that the applicant is a First Time Jobseeker and also a resident in that region for more than six months.
• Two Valid Government Issued IDs e.g. Passport, UMID, Health ID, National Voter ID, Postal ID, Birth Certificate or others.
• The Letter of Invitation or Visa Copy if the applicant has applied for First Time Jobseeker NBI Clearance for Abroad Employment.

Who is Not Eligible for First Time Job Seeker NBI Clearance?

The foreign citizens living in Philippines are Not eligible to get First Time Job Seeker NBI Clearance because it is exclusively available for Filipino Citizens only.

The Filipino Citizens who have been employed in any organization (formal or informal) earlier, are Not eligible to get First Time Jobseeker NBI Clearance.

The Filipino Citizens who have claimed NBI Clearance as First Time Jobseeker once, are Not eligible to get it again.

The applicants who are Not eligible for First Time Jobseeker NBI Clearance, can apply for NBI Clearance as a regular applicant, pay the clearance fee and follow the clearance application process to get NBI Clearance.

NBI Clearance Application Process for First Time Job Seekers

The NBI Clearance Application Process includes Online Registration, Application Filling Up, NBI Online Appointment and Visiting NBI Clearance Center steps. In order to apply for NBI Clearance as a First Time Jobseeker, you need to complete all steps of NBI Clearance Application Process.

1. NBI Online Registration as First Time Jobseeker
2. Sign In and Apply for NBI Clearance
3. Book NBI Online Appointment
4. Visit NBI Clearance Center to Complete the Process

Now, let us explore each step of NBI Clearance Application Process in detail.

#Step 1: NBI Online Registration as First Time Jobseeker

To apply for NBI Clearance, you must register yourself as a First Time Jobseeker, here are the steps for NBI Online Registration for First Time Jobseekers as under_

1. Go to NBI First Time Jobseeker website @firsttimejobseekers.nbi.gov.ph.
2. Fill up NBI Online Registration Form with your personal details.
3. Provide your Gender, Civil Status, Birth Date, First Name, Middle Name, Surname and your Mother’s Maiden Name.
4. Enter your Mobile Number, Email and Create New Password.
5. Tick the box for Terms of Services and click on Agree.
6. Tick the box I’m not a robot and click on Sign Up.
7. Enter the OTP and submit it to complete the registration.

#Step 2: Sign In and Apply for NBI Clearance

After completing NBI Online Registration, follow the steps given below to apply for NBI Clearance Online as a First Time Jobseeker.

1. Go to NBI First Time Jobseeker website @firsttimejobseekers.nbi.gov.ph.
2. On top right of the screen, enter your Email and Password, then click on Sign In button.
3. After sign in, click on Application to open the form.
4. Fill up the empty boxes of application form with relevant information and click on Save Information.
5. Now, click on Apply for Clearance to proceed.
6. Select the valid IDs that you are going to submit for NBI Clearance. You should select Barangay Certificate as you are applying as a First Time Jobseeker.

#Step 3: Book NBI Online Appointment

After selecting valid IDs, the next step is to book your NBI Appointment Online.

1. Select your desired NBI Clearance Center Branch.
2. Make sure that you select your nearest NBI Clearance Center for the appointment.
3. Select your NBI Appointment Date and Time Slot.
4. Click on Submit to confirm your appointment schedule.
5. Note down your NBI Reference Number, you will need to show it at the NBI Clearance Center.

#Step 4: Visit NBI Clearance Center to Complete the Process

After booking your NBI Online Appointment, you should print your NBI Clearance Application. Then get your documents ready for the NBI Appointment including Original Barangay Certificate, two valid Government issued IDs and other documents as applicable.

Follow the steps given below to Claim NBI Clearance from the NBI Clearance Center on your appointment day.

1. On the appointment day, visit your selected NBI Clearance Center, reach there at least 10 minutes before your appointment time.
2. Provide your NBI Reference Number and Application Print at the service desk.
3. Submit your documents so that the service executive can verify them.
4. Register your biometrics i.e. face, fingerprint and signature.
5. Wait for sometime, go to the service desk when they shout your name.
6. Collect your NBI Clearance and exit the NBI Clearance Center.
